The french touch: A network of interconnected organisations, each with a rhizome-shaped structure

The distinctive feature of university digital technology in France lies in its unique organizational structure, which differs from national public information systems. Since the 1990s, the design, deployment, and training of digital tools have been managed by and for higher education institutions. This structure is strengthened by mutualization and co-construction involving various actors, such as associations and private companies. Autonomous organizations, resulting from project calls, must adhere to ministerial public policies while operating interdependently. This networked approach, similar to a rhizome, enables flexible and resilient governance, particularly valued during crises like the pandemic.
